Airspace within five miles of an international airport is controlled by the Federal Aviation Regulations. All kitesurfers should get a copy of Federal Aviation Regulation 101. a printout of the regulation can be obtained from the FAA website: www.faa.gov. Kitesurfers intending to kitesurf within these areas will have to comply with FAR 101 at all times. In particular FAR regulation 101.1 paragraph 2 which states that no-one may operate a kite weighing more than 5 pounds and FAR 101.7 which states that you may not fly your kite in a manner which is hazardous to persons or property.

Equipment

Seek professional instruction
Why? Because incorrectly assembled equipment may malfunction and place the user in a critical situation. Get training in the correct methods of equipment use, and assembly, and selection.
Don't launch an underinflated or leaking kite

Why? Because an underinflated kite is much more difficult to control.
Make sure your quick release is working
Why do I need a quick release, can't I just let go?
Sure you can let go but Kites have kept going for very long distances and you risk losing your kite and hurting some one else who may be hit by the bar or become entangled in or hurt by the lines.
Check your bridle lines
Why? Not only can your lines be tangled in obvious ways they can be "inside out" which is not obvious but which nonetheless makes the kite at best semi-controllable
Don't fly a kite that seems sluggish or difficult to control
Why? Because the kite is probably underinflated or has twisted bridle lines see above
Use short lines for learning
Why? Because longer lines are more likely to fall in someone else's path and injure them and because the longer the lines the faster the kite can go thus generating more apparent wind speed and more power and making it harder to control.
Use relatively thick lines
Why? Because thicker lines are less likely to hurt you or someone else and are easier to untangle if you get "all wrapped up"
Always use a thick leader line to connect to the bar
Why? Because people have been seriously hurt by the line when they ran the line directly to the bar

BE TOTALLY FAMILIAR WITH YOUR OWN PARTICULAR SAFETY SYSTEM, AND PRACTICE USING IT IN NON-CRITICAL SITUATIONS.

Launching

Seek professional instruction
Why? Get training in the correct launching methods before launching any kite.
Stay away from crowded beaches

Why? Kites need a lot of room to move, and to be operated safely. Stay away from crowded beaches and other water users.
Stay clear of fishermen

Why? Because fisherman and especially spear fisherman who not only don't like getting run over but are also much better armed than you are
Observe kitesurfing zones
Why? Because even if you’re the best you still freak our the windsurfers and there are lots more of them than their are of us… at least this year.
Do not ask or allow someone who is not familiar with kites to help you launch or land
Why? Because they have no idea of the power of the kite, the risk of entanglement or the ability of the lines to hurt them
Corollary; learn how to self launch by weighting kite with sand and how to safely land by releasing the quick release near shore
Why because even if you usually fly with someone knowledgeable who can help you launch someday the weather will be perfect and you will want to self launch (same with landing)
Tell tourist kitesurfers about the launch/no launch zones
Why? Because we all want to keep our access
Ask some one knowledgeable to assist you if possible
Why? Because even if you want to self launch it's good to have someone else keep an eye out for children etc.
When launching assume you WILL be hit by a gust of swirling wind
which WILL suddenly pull you in an unexpected direction and make sure that when that happens neither you nor anyone else will be hurt
Why? Because gusts happen and many of the accidents thus far were caused when people didn't expect the unexpected
and were dragged into rocks etc. before they could react

Always use a quick release
See above
Do not leave unattended kites attached to lines even if you have properly weighted the kite with sand
Why? Because either some little kid or a dog or a curious tourist or a giant gust will launch your kite and someone will get hurt

While Sailing

Maintain a safety buffer zone between yourself and others
Why? Because every once in awhile you're bound to be a little off
200 foot zone around divers and their buoys

Look before making a turn or jumping
Why? Because you may put yourself in the path of another rider.
Check that all directions (including straight up) are clear, before attempting any maneuver.

Obvious

Always assume that a crashed kite will relaunch unexpectedly
Why? Because an amazing number of people have been absolutely amazed when their kite suddenly took off despite being tangled, inside out, partially inflated what have you.
If the kite appears hopelessly tangled or deflated never swim toward it
Why? Because if the kite takes off and you get tangled in the lines it could put you in a life threatening situation
If you need to swim in:
1. depower the kite by releasing the bar (not the leash)
2. pull yourself to the kite while winding the uneven lines onto the bar, or climbing one line only
3. Hold the kite and self-rescue to shore.
Why? Because if the kite has two lines attached it can generate power. Even if it is so tangled it can't take of with two line attached you can get tangled and it can generate power, a very good way to get hurt
Carry a safety knife that will cut lines but not you
How come? Because even if you are good enough or lucky enough to never need it maybe some day you will rescue someone else.
Outgoing kitesurfer has right of way over incoming kitesurfer
Why? Someone has got to. (from the wavesailing rule).
Wear as much flotation as you can stand
Why? You will float better, and it acts like padding.
Never sail further out than you can swim
Assume that today will be the day you get to swim in from the farthest point out you go
Why? Because you may have to let go of your kite at any time.
Don't tease the sharks
Because you look like a yummy young seal to them

Always consult your equipment's user manual
Safety systems are many and varied. There are specific recommendations for the use of different systems.
