Letter to MKC (Maui Kitesurfing Community) June 9, 2006:



Aloha MKC,



REGARDING: Kitesurfing Zones and Rules



I think that the MKC has to take a more active role in informing the public about Kitesurfing Zones, and Rules.

There has been a vacuum of information for too long, and kiteboarders are spreading out in all directions, many are unaware that there are any Rules/agreements/or Zones.



It is Vital that the community has an appreciation of Regulation/rules and self-regulation.

So that they can always act in a courteous and considerate manner.



In this way we will avoid the bad public relations that leads to beach closures and kitesurfing bans.



I have been hearing a lot more complaints lately about kiteboarders, at Kanaha, Sprecks and Ho’okipa.

A few selfish kiteboarders could destroy years of positive public relations that we have worked very hard to create.



One example of the confusion is the Canoe/priority signs at lower-lower Kanaha beach.

I think it should be called "Kite-canoe Beach"

The County parks Rangers will try to enforce the restrictions posted on these signs.

Words have power, and so do signposts.

These signposts were put in place through the Community discussion (kitesurfers/canoe-paddlers),

The MKC has to decide what are the actual regulations with regards to kiteboarding, legal or otherwise, and ascertain whether the existing signs are an accurate description of the agreements/rules, or whether kiteboarders are generally ignorant of their obligations and prior commitments.



FYI: "Kite-canoe Beach (lower-lowers) has three State mandated swim zones.



There are many government agencies whose jurisdictions overlap on this beach, State, FAA, County, Parks, Dobnr, each of them has specific laws and regulations of the areas use. This is in addition to the Kiteboarders Waiver restrictions/commitments, and any gentleman’s agreements and handshake deals that the kiteboarders/windsurfers/fisherman/canoeists have made over the years.

*Apparently there is a meeting at the Canoe hale 6pm Monday do discuss the kite access at "kite-canoe beach". All MKC directors should probably attend.

Canoe Beach Meeting - 2006/06/14 06:14 Yesterday a meeting was held at the Kanaha Beach Canoe Club (Hale Wa'a). To discuss conflicts between outrigger canoe paddlers and kitesurfers that use the area. In the last six years there have been about three reported collisions or incidents between canoes and kitesurfers. The area of Kanaha beach known as "Lower Lowers" or "Old canoe Hale beach" is used during the summer time by junior canoe paddlers who use the relatively protected water of that cove. This area has become increasingly popular with kitesurfers over the last few years. Sharon Balidoy, coach of the canoe club, said that she was willing to work out a solution with the kiteboarders, and that the safety of the keiki (children) paddlers was her primary concern.
The issue of improved signage was raised. The existing signs were said to be confusing and no longer relevant to the status quo. Some of the older kiteboarders remembered the former agreements that were made with the canoe paddlers. David Dorn, owner of Action Sports Maui Kiteboarding school and kiteboarding association founder said that at the original meeting with paddlers in 2000, a one year trial agreement was put in place. Where the kiteboarders volunteered not launch at specific times when the “Summer Pals” kids program were using the area. The time restrictions kept kiters out of the water during peak canoe times. However, it was immediately evident that this approach did not work well, because there were too many days when the kitesurfers could not launch, even though there were no canoes on the water at all. The time-restrictions were replaced with a standard 200 foot clear-zone that kitesurfers were required to maintain around canoes at all times. Testimony from kiters and paddlers highlighted the need to maintain the safety of paddlers while allowing reasonable access to kitesurfers. A committee of paddlers including Sharon Balidoy and kiters including Joel Richman president of the MKC will discus ways to better inform all kitesurfers to stay clear of the canoes, and the possibility of increasing the clear-zone around the canoes. The representatives of the newly formed Maui Kitesurfing Community association said they would work on the sign issue with the canoe Club, and then submit their recommendations to Mr. Bob Straub of the Parks Department.
